If you applied more than 12 weeks ago and have not received a decision, you are entitled to chase your council for an update. This is not being difficult - it is a reasonable request given the official timeframe.

What to Do If Your Renewal Is Taking Too Long

My mum’s blue badge has expired, she had forgotten to tell us, only found out because I received a fine when I parked in a disabled spot to take her shopping!!!

I sent my renewal in well before the renewal date and have been fobbed off and not received my Blue Badge. They say I can walk so do not need one? I am honest I can just about walk after fracturing my cervical spine and rupturing C5/6.My carotid artery is damaged.
Now after breast cancer, radiotherapy and hormone therapy I have osteoporosis and arthritis, which limits me greatly. I am a severe asthmatic? What is the point of this service if we cannot get out?
