Blue Badge holders can drive in the London Congestion Charge zone completely FREE. Here's how to register your discount with Transport for London.

If you hold a valid Blue Badge, you are entitled to a 100% discount on the London Congestion Charge. This applies to any Blue Badge holder in the European Union travelling within the congestion charging zone.

The discount covers up to two vehicles that you regularly use to travel within the charging zone. This could be your own vehicle, or one you travel in as a passenger.

⚠️ Important: You Must Register Before Travelling

Until Transport for London (TFL) confirms your application has been successful, you must pay the standard congestion charge for journeys within the zone. Registration is not automatic.

How to Register for Your Blue Badge Congestion Charge Discount

Before TFL can process your application for the Blue Badge discount, you will need to set up a London Road User Charging account and provide certain documents to prove you're entitled to the discount.

Step 1: Set Up Your Account

You will need to create a London Road User Charging (LRUC) account in the Blue Badge holder's name. This account will be used to manage your congestion charge discount and vehicle registrations.

Step 2: Gather Your Documents

Documents You Need to Provide

You need to provide TFL with a copy of both sides of your Blue Badge plus proof of identity. Acceptable identity documents include:

  • Passport
  • Driver's licence
  • Pension book or entitlement letter (less than 7 months old)
  • Birth certificate
  • Marriage certificate
  • Current bank or credit card statement (no more than 3 months old)

As part of your online application, you can upload images of these documents, or you can send copies by post or email to TFL.

Step 3: Register Your Vehicles

You can register up to two vehicles on your account. These should be vehicles you regularly use to travel within the congestion charging zone, whether you drive them yourself or travel as a passenger.

Cost of Registration

There is a one-off fee of £10 to register your vehicles for the Blue Badge congestion charge discount.

Your discount will need to be renewed in line with your Blue Badge expiry date. As long as you renew within 90 days after the expiry date, you will not need to make a further payment.

Set a reminder to renew your congestion charge discount when you renew your Blue Badge. Renewing within 90 days of expiry means no additional fee.

Applying on Behalf of Someone Else

If you are completing the Blue Badge discount application on behalf of a Blue Badge holder or on behalf of an institution, you can still complete the application online.

How to Apply for Someone Else

You will be asked to set up a London Road User Charging (LRUC) account in the Blue Badge holder's name and complete a 'Declaration of Authority' form to describe your relationship to the Blue Badge holder.

In the case of an institution, you should create the LRUC account in the name and address of the principal officer of the institution.

At the end of the application, you will be able to add yourself as an authorised user. This will allow you to sign in to the secure online account and manage it. You can then add up to four more authorised users.
