Bridge and Toll Exemptions
Save money on tolls and charges with your Blue Badge
If you are a Blue Badge holder, you may be exempt from paying certain tolls and charges in the UK.
In most cases, you must apply in advance to receive these concessions. Always check for the latest toll rates and eligibility criteria before you travel.
London Congestion Charge
As a disabled badge holder, you do not have to pay the London congestion charge.
How to Claim the Exemption
To qualify for the 100% discount from the charge, you must:
- Register with Transport for London
- Pay a one-off registration fee of £10
- Register up to 2 vehicles that you normally use for travelling in central London
You don't need to own or drive a vehicle to register for this concession.

Major Bridges and Crossings
Severn Crossing
Tolls to cross the Severn bridges into Wales were removed on 17th December 2018. The bridges are now free for all motorists.
Dartford Crossing (Dart Charge)
You can no longer pay at the barriers. You must pay in advance or by midnight the following day. It is free to use the crossing between 10pm and 6am.
Exemption: You may not have to pay if you don't pay vehicle tax because you're disabled. You don't need to do anything – your vehicle details will be automatically checked with DVLA.
You'll still have to pay if:
- You have a Blue Badge but aren't exempt from paying vehicle tax
- You travel in a vehicle that isn't exempt

M6 Toll
The Mobility Exemption Pass allows free passage of the nominated vehicle on the M6 Toll only.
Eligibility: You must be on the higher rate Disability Living Allowance and be road tax exempt. No other evidence of disability (e.g. Blue Badge) can be accepted.
You must apply to Midland Expressway Limited in advance.

Humber Bridge
The Humber Bridge Board provides toll exemption for people in receipt of the higher rate of the mobility component of Disability Living Allowance and who have a tax-exempt vehicle (e.g. a Motability car).
The disabled person does not have to be the driver but must be in the vehicle when an exemption voucher is used.
How it works: Apply in advance with a copy of your tax exemption certificate and vehicle registration document. You'll receive 20 vouchers, with one handed in for each journey. There is no limit on the number of vouchers you can request.

Tunnels and Regional Bridges
Mersey Tunnels (Queensway and Kingsway)
You do not have to pay if you are a Blue Badge holder and in receipt of one of the following benefits:
- Higher Rate Mobility Component of Disability Living Allowance (DLA)
- Enhanced Rate Mobility Component of Personal Independence Payment (PIP)
- Higher Rate of Attendance Allowance (AA)
- War Pensioners Mobility Supplement (WPMS)
The disabled person does not have to be the driver but you will need to apply in advance for the Mersey Tunnels Free Travel Concession.

Mersey Gateway Bridge and Silver Jubilee Bridge
Blue Badge holders can cross free of charge an unlimited number of times after paying a one-time £5 registration fee with Merseyflow.
Important conditions:
- You can only register one vehicle
- You don't have to be the registered owner
- The Blue Badge holder must be in the vehicle for free crossings
- If someone else uses the vehicle without you, they must pay
Warning: If you don't register, you'll pay the full fee every time and can be charged £60 for failing to pay.
Tyne Tunnels
Blue Badge holders are exempt from toll charges. You must fill in an application form and send a copy of your Blue Badge to receive a TT2 Disability Exemption Permit.
Disabled people with Tax Exempt vehicles are also eligible. A copy of the vehicle's V5C and DWP letter confirming higher rate mobility allowance must be sent.
The permit is valid for one year and must be presented when crossing.
Tamar Bridge (Plymouth)
Blue Badge holder exemptions are available but you must apply in advance for a Mobility Concession Smartcard.
Eligibility (you must be in receipt of one or more):
- Higher Rate Mobility Component of Disability Living Allowance (DLA)
- Enhanced Rate Mobility Component of Personal Independence Payment (PIP)
- War Pensioners Mobility Supplement
- Registered blind
- Disabled tax exempt vehicle
Clifton Suspension Bridge (Bristol)
For people in receipt of the higher rate mobility component of Disability Living Allowance or exemption from Vehicle Excise Duty (road tax), a concessionary rate of £10 with unlimited crossings for 12 months is available.
Application forms are available on request by email, telephone, or from a bridge attendant.
