Refused a Blue Badge? Here's What You Can Do

If you’ve recently had a Blue Badge application refused or been denied a renewal, you’re not alone — and importantly, you have the right to ask for a review.

Whether you’re facing mobility issues or dealing with a change in benefits (like moving from DLA to PIP), this guide will help you understand your next steps and give you the confidence to challenge the decision.

🚫 Why Your Application Might Be Refused

Councils sometimes refuse Blue Badge applications if:

  • They don’t believe your mobility problems meet the eligibility criteria.
  • You didn’t provide enough evidence.
  • You moved from Disability Living Allowance (DLA) to Personal Independence.
  • Payment (PIP) and no longer automatically qualify.
  • They believe the badge was misused.

✅ When Should You Ask for a Review?

It’s worth requesting a review if:

  • You can’t walk more than 80 metres – about the length of 7 double-decker buses.
  • You can’t use a parking meter because of issues with your arms or hands.
  • You feel the decision doesn’t fairly reflect your mobility or condition.
  • You were refused renewal but still hold a valid Blue Badge (you can continue to use it while waiting for the review result).

✍️ How to Challenge the Decision

  1. Read your decision letter carefully.
    Your council should explain why your application was refused.
  2. Follow the instructions in the letter.
    Some councils will include a form to complete, others will ask you to write your own letter. Reply to the address or contact given.
  3. Explain why the decision was wrong.
    Be as specific as possible. Mention anything you might’ve missed the first time, like:
    • Why using parking meters is difficult
    • How far you can realistically walk
    • Daily challenges your condition causes
  4. Include supporting evidence:
    • A letter from your doctor, physiotherapist, or healthcare provider
    • Proof of address (e.g. council tax or utility bills)
    • Proof of ID (e.g. passport or driver’s licence)
  5. Get help if needed.

💡 What If Your Badge Was Taken Away?

If your Blue Badge was revoked (e.g. for misuse or because of a benefit change), it’s still worth explaining your circumstances in detail. You may have a valid reason, and councils will sometimes reconsider if the misuse was unintentional or due to a misunderstanding.

😡 What If the Council Won’t Review It?

If your local authority refuses to review your application, or if you’re unhappy with the process:

  • Make an official complaint via the council’s website or contact details.
  • Still not satisfied? You can escalate it to the Local Government Ombudsman:

I’ve tried to get a blue badge and been rejected I used to have a blue badge when I was on disability living allowance then when I was put on pip I lost it due to a nervous breakdown I didn’t fight it

Hi I have tried to get a blue badge because I have spinal stenosis , which I have been told will only get worse , I am 80yrs of age can not walk very far with out grabbing a shopping trolly , and getting in and out of my car in normal parking spots is very difficult as there is not much room to open my door properly for me to manage to get out , I would like your assistance because I tried and was knocked back ,because I could not get any more evidence than what I had no doctor would give me a letter saying they were not allowed ,and stepping hill hospital were I had M. R I after trying to get letters has not come forth with one no injection worked and I know try to just take pills to ease my pain , could you help me please so I can park near the shops and make my life easier thank you ,

Very concerned about SMBC rejecting bmue badge application and making proveable false statements multiple times in writing to me. Its gone to LGSCO as they refused to address maladministration and appear to ne treating it as a outcome complaint rather than a process handling complaint.

I was entitled to a blue badge in 2022, I am getting enhanced rate PIP for both mobility and daily care and the PIP have given me my award for 4 years due to me having a life long condition which won’t get better but worse, tower hamlets council have refused my appeal, my blue badge after doing a fast track assessment via Occupational therapy on the phone and now they refused me for a blue badge when I am entitled to it, they have left me distress and caused me a lot of harm then good I also have a carer and I am neurodivergent with mental health issues so how do I not qualify under the hidden disability the assesment lasted 1hr 15 mins.
